I think it's because of the contract they signed. Perhaps that person didn't want to do it anymore, or maybe something happened so that he wouldn't be able to be part of Santa Clause 3.

The actor is playing Charlie Epps in Numb3rs on CBS and has outgrown the ability to play an elf, in the first 2 films he could pass for a teen, and as such an Elf, now is is clearly older and has filled out in his face and no longer looks that young
