Your cousin has poor impulse control.

Impulse control disorders are characterized by an inability to resist the impulse to perform an action that is harmful to one's self or others. This is a relatively new class of personality disorders, and the most common of these are intermittent explosive disorder, kleptomania, pyromania, compulsive gambling disorder, and trichotillomania

A diagnosis of any of these impulse control disorders can only be made once all other medical and psychiatric disorders that may cause the same symptoms have been ruled out.

Is she a cleptomaniac. Maybe she needs to talk to her doctor or another doctor because eventually it will go against her. Good luck. Sometimes it's hard to help someone you really care about, because you're caught between doing what you think is right and what's right for her.
