If not, why do some people continue to pay attention to Teddy Kennedy as if he's had anything vaguely resembling a thought in the last 40 years?

Why would some people vote for him?
The same reason New Yorkers re-elected a man who was found guilty of ethics violations and owes the state over $100,000 in misappropriated funds.
The same reason the people of Louisiana would re-elect a congressman who has been found guilty of bribery.
The same reason the people of DC elect a drug felon.
The same reason Nancy Pelosi was considering letting an impeached federal judge (who she personally voted to impeach for ethics violations) chair the intelligence committee.
The same reason the people of NJ just elected a Senator who is under investigation for enterprise corruption and conspiracy.
Because people are ignorant. Because they are poorly informed.

I am not a Ted Kennedy fan, and do think he got away with murder, but don't attack the woman. Ted Kennedy is in office for his name only, and let's face it, it doesn't take much of a thought process to run your mouth.

As for voting for T Kennedy? I would not vote for him because he
is a socialist.
I detest socialism.
