I don't think there ever was a perfect society, because every single government must balance freedom and saftey. I believe that some people won't stop doing crimes because sometimes one thing leads to another. I'm sorry, but I can't answer your first question. I hope this is enoughto satisfy you.

Society is not corrupt. It is the individuals within it which make a system corrupt. No social order can ever be truly perfect whilst there are people working within it either as rulers or participants.
