If it does, how do I delete the partial download file or files?

I don't know where I saved it, where does it usually save? Or is there something I can do to find files downloaded from the net.

When a file is download it goes to a Temp file in windows and is eventually deleted sometimes its saved sometimes its not so its best to use a download manager to resume downloads.

Yes. Just go to the folder where you save the file and delete it like everything else.

It usually goes into the temporary internet file. run a disk cleanup and it will get rid of it. if you dont want to do that go to your internet options and press the delete temperary internet files.
