It depends on the context

A terminal bud is the end of any branch. It produces auxin, a hormone that will reduce growth below it.

An apical bud is a very strong terminal bud and chemically exerts dominance on the entire branch. On a tree with multiple leads (stems) it will have several apical buds.

On trees like burr oaks with many stems and dominant banches we say that it has weak apical dominance and has a decurrant form.

Fir trees, and many other Pinacea have an excurrent for (meneomic is an exclamation point, stright and upright with one stem) with(usually) a single leader. They have very strong apical dominance.

So in the vast majority of fir trees the apical bud is the highest point. Now in very old fit trees, the morphology of individual limbs may take on that of small trees, they will get apical buds on them that will be on the outer parts of the crown.

Now if an arborist says that there is top dieback, or a logger is going to top a tree to prepare it for felling we all understand the statement.

As an old northwest fir tree dweller, I know that the top is called the "crown" of the tree. Forestry firefighters also call a fire burning at the top of fir trees... "a crown fire".

I was taught it is called the apex of the tree and if damaged or cut, the tree will bush out instead of growing taller. Have a great holiday.

In botany "terminal bud" is effective, though very specific. In forestry and hort the "leader" or "top" are preffered and frequently used.
