Is it ok to offer a lower price than the Buy it Now price listed by an eBay seller? I see an item that has been relisted several times without any bids that I would be willing to buy at a slightly lower cost.

Yes, you may win it. Some people just sell stuff so the buy it now price is the price, but a lot of people want the auction price, but will sell it now if you offer the right price.

Sure, ask the seller an email. Just be sure to have the deal worked out "on ebay" to prevent getting scammed.

It is okay to try, the worst that can happen is they say no.
