the DPI or department of Prmary industries have quarantine glass houses set up specifically for this purpose.

They are used by both plant nurseries wanting new plant varieties and the public.

Call the DPI or AQIS (aust quarantine inspection service ) and they will help you out

Not sure if cheap and legal go together. The USDA Agriculture homepage should have info on importation, are you planning to carry it? US customs may also have links regarding plant import. As I understand it bare minimum is a valid certificate authorizing you to transport plant materials, normally issued to commercial plantsmen or collectors. In addition to that USDA often requires a phytosanitary certificate issued by the hort dept in the region/country the plant material is imported from. American phyto's are $25 for export to most of the world, I don't know what other countries charge for this paperwork. Best Wishes

go through quarantine and declare what you would like to bring into the country .
that's not only the cheapest but smartest way --- customs are very much switched "on" for all the right reasons . good luck .
