I asked that question before and was given this answer..
Most women are fertile between 12-16 days after the first day of the start of her period, but not all women.
Should have her check her cervical fluids: when it is thicker and white(r) than usual then it is approaching her most fertile time and that is the best time to try to conceive.
To stick to the theory that it is half way through her cycle is not always going to work as some women ovulate around 8 days or even as late as 22 days.
EPT has a fertility stick that shows a smiley face when she is most fertile also and it is easy to read. Also some women do not ovulate every month even though they have a period, some ovulate every other or third month.
The easiest way if your wife does not want to spend money on fertility sticks or is unsure about her cervical fluids is to just have sex every other or every third day between cycles.
Sperm is the strongest in the first 72 hours after that they rapidly die off and become week.

when you can at least afford to take 12 weeks off of work. Some companies don't even offer disability pay for their employees after child birth. They just keep your job waiting for you.
In short, when you are financial able to have kids, and when you have the patience to tolerate them (which comes with maturity)

Do you mean time in your life or time of the year, or time of the day? I'd have to say a spring baby is the best time of year. And mid twenties is good for age. Time of day depends on your mood.
