Linuxiac, I haven't had one problem in Windows since the last BootCamp update.
To answer your question... Simply put, no. Macs boot on EFI and PCs boot on BIOS. This is the main reason PCs will not run Mac OS X, among others. Macs can run Windows because Apple's BootCamp software is designed to make Windows think the Mac has a BIOS. (Or something of that nature, I'm sure.)

The command set for Mac OSX on Intel Duo on Mac hardware is different than the command set for the Intel X86 or even Intel Duo on the PC!
Had a customer come into the shop with a Mac Duo with WinXP installed native. Yeah, it seemed to run alright, looking at it. But, it sure had tons of Windows problems, PLUS, some compatibility running some apps. and using some peripherals!
If you want the best of Mac OS X on your Intel X86 PC then you should use one of the FREE 500 'Nixes that are written especially for the X86 command set, and all of it's support chips!
http://pclinuxos.com is my favorite, based upon Mandriva, a fork of Red Hat, in 1997. Runs Live in the CD, boots in RAM disc. Comes with 1900 free games, programs, apps. browsers, etc...

No and no. you could't do an universal deploy of OSX on pc depending hardware. each thing about the Mac OS is different than the living house windows OS. the actually way you should use OSX on pc hardware is a virutal gadget blended with software which will convert the computer keyboard to act like a MAC keyboard. fairly its a waste of time.

since Apple uses Intel Core Duo processors the Mac OS X is compatible with every Intel based PC architecture.
It doesn't depend in what language the OS is written - the compiler translate the OS in Intel "language".
