It has to do with:
(1) the person's "work ethic", meaning whether or not they value doing a good job and taking pride in even the smallest task; perfectionists are much more desirable to employers than people who cut corners.
(2) the person's self esteem: someone who can take "no" for an answer 10 times and try an eleventh time - because not every job is a good fit, just like relationships.
(3) the person's motivation: People who are driven to succeed put in the extra effort. The same way some people get "A"'s and some people get "C"'s. The ones that don't give up and work hard get "A"'s. The people who are slackers and do the minimum get "C"'s.
(4) how picky the person is: If someone wants to be an underwater welder, and won't do anything else, well, there are only so many jobs for underwater welders. If you're willing to work your welding skills in a machine shop, there's tons of work.
(5) the economy. The person who provides more economic benefit to an employer will be retained even in economic downturns.
(6) luck. being in the right place at the right time. The person who tries harder is more likely to be in the right place at the right time.
(7) the basics: personal hygiene, grooming, dress, manners, mannerisms, personality, ability to take direction, and be a team player.

They are not trying hard enough to sale themselves during the interview process or they are not looking hard enough. You can find a job if you go a temporary or employment agencies. I would love to work for the government and I am going to keep applying. A lot times it's all about whom you know. No, it's a bad thing to work for a restaurant or any entry level job those jobs can lead to higher positions within the company. I use to work for a restaurant for 2 years and 5 months.

Those that can find a job accept any kind of job maybe.
And those who work many job are market spoiler that willing to work for low salary.
Those who cannot find job are those that got no clue what they wanna do or they simply think that they should be paid a certain minimum amount.

Don't just phone. Go to a prospective work place in person. Also, dress how you would if you were going to start working there right when you walk in. Be confident in the interview, and look the interviewer in the eye.

That's it exactly. Some people have the nerve to be picky about certain jobs when they don't have one. Go figure.
