Does he have a car? If so, maybe a bucket filled with things to keep his car nice:
A bucket
Car washing liquid
Window cleaner
Tire cleaner
Wax
Sponge
Air freshener
etc.
(put it all in the bucket and put a nice bow on top! :)
Or is he into sports?
I didn't have much money for my fiance's last birthday so I ended up buying bleacher seat tickets for a baseball game ($10.00 per ticket.) And then I had money left over for a souvenir and food/drink and gas. It was really fun! You could maybe try that.
Or, if none of those sound like anything that would suit him, maybe some of these things:
Cologne
A nice dress shirt
Video games
Hats
CDs/DVDs
Gift cards
A nice wallet (With a picture of you in it)
Good luck, I'm sure he'll like it no matter what you get him :)

How about vouchers for back rubs and stuff like that? Something you make yourself, or something you know he wants is the best gift.
To find out what he wants, the most direct way is to ask him what he wants. If he lives with family or friends, you could be sly and ask them if they have any ideas. If you're closer to him than anyone, you're best off going to the source.

you can try a collage with pictures of all the good times you had together, or simply a free day with you. it's doesn't have to worth much to show how much you care about him.
