The Greeks and Romans were not the first civilization in the Mediterranean to think that various aspects of nature were represented by deities. The Minoans and the ancient Egyptians, as well as the Phoenicians and the Hittites all held that belief. The ancient Egyptians took it a step further by portraying their gods as humans with animal heads.

I believe that all the cultures aforementioned felt overwhelmed by the power of the natural world, a power they usually did not understand, and so they linked those powers to deities as a way to have an understanding of life as they knew it.

Why wouldn't they? It is as logical a conclusion as any other deity based belief system.
