43cm 4mm is the same as 43.4cm. you can then round down or up to the next cm. if the number after your unit, here, after the decimal, is lower than 5, the 43 stays. if the ".4" was ".5 " though, you could then round it up to 44 cm. The rule is that if the number to the right of your chosen unit (ones, tens, etc.) is 5 or higher, you round the number up.
so, 54 to the nearest ten is 50, but 55 to the nearest ten is 60. Does that help?
