There are a lot of factors that go into whether or not a GPA is "good". If you went to an elite university that is known for its rigorous grading system, then a 2.9 there could compare to a 3.5 or higher at many state schools. Another factor is major. A major in Economics, Engineering, or Biophysics is obviously more difficult than communications. One thing employers or admission committees (for grad school) will look at is your in-major GPA. If your GPA is high in your major courses, then it shows that you are very competent in your field of study.
Another factor is grade trends. Many students shoot themselves in the foot their first couple of years. If your GPA has a noticeable upwards trend, especially in the last 30-50 hours, then it shows that you have overcome some immaturity.
Other factors that are important in determining how strong your GPA is:
Extracurriculars - If you had large time committments due to atheltics, community volunteering, etc.
Ethnicity - (no bias, just saying) If you are a minority, it is assumed you have had to overcome extra adversity.
Life/special circumstances - If you have had to overcome family problems, money difficulties, illness, extended absence from school, etc.
In general a 2.9 is not a good GPA, but it is only a number that does not reflect anything about the individual unless many other factors (including those mentioned above) are addressed.

Schools don't generally care about your weighted GPA. Maintain a high unweighted GPA, take AP/IB classes whenever possible, and keep a balanced set of extra curriculars (sport, club, volunteering, etc. with at least one distinct leadership role). And of course, take the SAT and ACT a few times in order to submit your highest combined scores. You'll be fine! Good luck!

2.9 GPA in a best university may be better than 3.7 in an ordinary university.

Each person has different ability and standard for it. Now, the most important is the application. People can get higher, but if the real application is bad, then no good.

Most good graduate schools have cutoffs of a 3.0 GPA minimum these days. To be competative, you need higher than that.

not really. that's a high C. when you go for a job, employers will look at your g.p.a., as well. i suggest developing better study habits, forming study groups, getting a tutor...anything to raise your g.p.a. it'll cost time, but will be very beneficial in the long run.
