This is hard to answer b/c I really like both names very much since you do not hear them very often. I am going to go with Raquel on this. But If you think about it then you could with both names and just put them together.

I really don't care for either name, but I guess I would pick Penelope because Raquel sounds harsh to me.

Raquel...sounds SO sexy and grown up! i like the name but it's one a that a girl would have to grow into. perhaps a nic name could be Quelly, *pronounced...Kelly*
Penelope, I'm not a fan at all. it's one of those names that is very long, very strange sounding and she might get teased.
