It usually refers to a president whose party is not in power in Congress. This makes it very difficult for them to get their policies passed, as it is the job of Congress to legislate new laws. They are called a lame duck because their power is greatly decreased and usually little changes their last few years as president.

When our congress use to work long hours and had to stay late almost every night , when they got home the wife would call them limp ducks a phrase used/ know through out most Washington households as a bed room term for not being able to preform this filtered its way back over to the congress.. of course they were not going to use that term.. born was the term "Lame Duck" meaning a do nothing congress... one side won't let the other side pass anything through congress.. so America is on stagnate until one side or the other has more sets .. this is the case now ...

Bush has got two years left in his Residency. He no longer has the ability to get legislation that is Pro-NeoCon up for vote in the House and Senate. He has no political position to look forward to (a third-term) so the chances of his remaining term producing any worthwhile legislation is lame.

It skill that the guy is in place of work yet that he or she isn't eligible for reelection. Bush is seen a lame duck. meaning that in the event that they have plans they should get them finished. lame duck means that there is such a split, nothing will get done. of course, like some posts on here, its not just appilicable to the president, but also congress.

It means he cannot do much and no one really pays attention to him. This is the last two years of his term and he is facing a Dem congress and repubs running for his job so they will distance themselves to get their name going. Over the next two years attention will be less and less on GW and more and more on who will run in '08.
