I have a plain cotton sweatshirt, and I have a picture. How can I make it permanent and safe for the washing machine?

you can't make a picture that is printed on paper waterproof. even if you gorilla glue it on there, it will still disolve into goo the minute you wash it. you need to find a way to get it transfered onto a piece of material. then you can try to attach it. glue won't hold in water. go to a nearby arts/craft store and ask for help. it might cost you a little, but if you really like the picture, you'll be happy you didn't ruin it.

You could scan the picture in your computor and print it out on iron on paper, then iron it on to your sweatshirt...

Two words, GORILLA GLUE! I'm serious, this stuff could substitute any of the 120 elements in the periodic table. I fixed my bumper with only this stuff and its been strong for two years of harsh Canadian climate, rain, acid rain, snow, acid snow, hail, baseball bats, bikes, people, no one could bust this thing. STRONGLY RECOMMENDED!
