Plan a sleepover with some of your closest girlfriends. Have the girls show up, watch some movies, eat crazy foods, play games and tell secrets (and a scavenger hunt). Have some guys stop by for an hour or so and then resume the time spent with just you and your girls. Think back to the days when you were younger and went to sleepovers.
Talk it over with your grandparents and see what they say. Of course, have the girls abide by house rules and keep the noise to a minimum (respecting your grandparents) and live it up. If anything, make a weekend out of it.

Happy birthday, Sweet Sixteen. This isn't elaborate like some of those shows you see on TV, but I don't think they are realistic any way. Why don't you ask your grandparents if you can have a pajama party. Have your girl friends bring their favorite music and movies, files and nail polish, hair dryer and brushes, curling iron, hair spray, makeup, etc. and do each other's hair, finger and toe nails, make up. Listen to your favorite music, but beforehand memorize if you don't already know the lyrics to 3 or 4 of the songs and then each do a little performance to the songs, get into your PJ's and watch some movies all night long. If you have any favorite board games, you could play those. You don't have to be loud and crazy to have fun, so promise your grandparents you won't be too obnoxious. Ask your grandparents what you can have to eat and maybe they will let your order pizza. Ask for some microwave popcorn. Instead of cake, you could ask for some ice cream and toppings and each make some sundaes. This sounds kind of lame by today's standards, but I think you will have fun.

my situation is similar...exept its my parents dont want alot of people over, our house isnt that big, and i only have a few friends
but what i plan on doing is...some of my friends are already sixteen we plan on going to a nearby city (not really nearby about 70 milesaway) just to hang out maybe go to a concert. But if you already live in a city this may be nothing new to you so you could try having a party at a friends house with her help. You can rent things (chocolate fountines are really cool) order some takeout from a nearby restraunt when it gets there put it on some cool platters recruit siblings or cousins to serve you and your friends(younger ones will be more willing). Than have some really cool music mabe get a garage band to play at your partyand have fun

Invite your friends to a dinner at your home. Make yourself a cake and ask your Grandparents to help you cook up a nice dinner. Be thankful you Grandparents can help you and you are getting an education so you can make a living for yourself.

Just get together with your friends and have a sleepover at your house...rent movies, order pizza, play games, stay up all night, it doesn't have to cost a lot!
Hopefully your Sweet 16 is sweeter than mine was...mine was back in February and it kinda sucked!

you can go to a free comunity park and have a fun time there, bring a home baked cake and play games and just have fun.
you could also go swimming, the pool fees per person are not to high if you go at open swim time.
