How much eyeliner you use depends on what effect you are going for.
For daytime (work), I go light on the eyeliner. Just enough to accentuate your eyes. I usually put some on the upper lids, along the lash line.
For nightime (going out), you can go a little bit heavier. I usually put some on the upper lid, along the lash line, and then on the lower as well.
Personally I go with dark brown rather than black eyeliner cause it appears softer and more subtle. But if you want dramatic eyes, then you can go with the black.
And, you can wear any color eyeshadow you feel comfortable wearing with black or brown liner. Personally I stick with neutral colors for my eyeshadow because again they look more natural. I mostly wear browns and pinks, but I have worn some purple.
Just don't overdo anything, and you should look fine.

wear eyeliner as close to your eyelashes on the top lid. Start in the inner corner and draw all the way to the outer corner. Don't make the line too thick cuz it will look tacky. If you want you can smear it a little so the line is blurry and so it won't give you a matte look. For the bottom, i line it in the inner rims.
You can wear any eyeshadow color with it, to match your outfit or whatever.
If you still need help, look in Seventeen mag, cosmogirl, allure, teenvogue, vogue, elle, etc etc
you can also go to a sephora or a makeup counter and ask them to show you.

Try Prestige liquid eyeliner in black. Start with the outer part of your eye slowly going halfway in and then from the inner part of the eye going towards the middle. Dont push down on it because it will make it thick and make it as close to your lashes as possible.
As far as eyeshadow, anything would go with black eyeliner just dont overdo it!

the color of the eyeshadow really depends on your eye color.
if you have brown eyes, i'd go with black, maybe a dark blue. something that'll contrast with the brown nicely.
blue eyes, dark and light browns are good.
green eyes, purple hues are the contrasting color, they'll make your eyes stand out.
hazel, i'd go with a reddish-brown color.

you put it near, almost on, your eyelashes, only go over it once so its not thick. you can wear any eyeshadow it doesn't matter. I would go with something that pops out your eye color. maybe mix a few color together, but don't overdue it. pastels are nice.

for me when i put on eye liner i just open my eye so i dont blink like i am putting on mascara, and put on the closest to my eye lashes and as long as you cant see the eye liner to much any eye shadow will do.

It is hard to tell you what is best for your eyes since I cannot see your picture. That said, so to MAC counter and ask the makeup artists to try eyemakeup on you.

put it on by your eyelashes, then smeear it with a qtip or your finger to make it lighter. it doesnt matter what eyeshadow u wear with black
