Both processes involve weakening the bonds between molecules of the substance. In the case of melting, it is heat that raises the kinetic energy of the molecules so they break apart. In the case of dissolving, it is the presence of another substance that interacts with the molecules either mechanically (polar solution) or electrically (ionic solution) to break the molecules apart.
