2 senators per state
Bills are screened by the various committees depending on what the bill pertains to--

If a bill isn't voted out of committee to the floor, it never gets voted upon with regards to becoming a law.
The Republicans--mostly---in order to manipulate the districts into segregated voting blocks.

!. You should know this one if you weren't in a coma for this semester. DUH.

2. The bills in Congress are screened by the members of Congress. The POTUS either signs or vetos, and the SCOTUS rules on their Constitutionality should they be challenged.

3. Gerrymandering (please use a spell checker!) is used by both parties. Again, this should be a "duh" question for you.
