All people should have the rights to clean our environment regardless of the laws because if we the people do not take immeditae action towards cleaning our environment then serious problems will rise for the world, for example the hole in the ozone layer. Cleaning air is a bit more complex though, because the sanitation process may include chemicals or gasses that may cause more problems. Cleaning water however is a natural right that we, as inhabitants of this world, have the responsibility to do.
I believe that everyone should have the basic three rights but there are pros and cons about the others. Everyone should have the right to "life, liberty, and the pursuit of happiness" Justice is an important right but i believe there are limits to the authorities of justice.

All humans are born to live in one world. They have a fundamental right to breathe clean air, get nutritious food and drink clean water. Besides this, they are entitled to free speech, access to employment based on merit irrespective of what their ethnic/social background is, freedom to live in peace without fear, freedom to follow their religion without force, and .freedom to live where they want.
Of course this is perhaps the ideal situation which most States wouldnt be able to provide. As long as genuine attempts are made to provide these, it would be good.
Expectations are always attached to obligations from people. They have the duty to pay all taxes, follow a policy of live and let live, respect the law of the land, and hand over this world they inherited from their parents to their own children in a similar way. Rights and obligations go hand in hand. The problem arises when parties on either side of the fence recognise only one of these, and force the other party to their way of thinking - i.e.one-sided.

Your original question doesn't make sense.
"What rights do you believe all people should have to clean air and clean water?"
What do you mean by that?
Did you mean to ask
Should all people have the right to clean air and clean water
Yes, that is an inalienable right. The right to live healthy .
