The House of Representatives and the Senate, collectively called "Congress" make up the legislative branch of the Federal Government. Every state has at least three representatives in Congress - all states have two members in the Senate, which is the house of equal representation, and at least one representative in the House of Representatives - most states have more than one - There are 435 members in the House of Representatives. The House of Representatives is distributed by population - the states with larger populations have more representatives in the House of Representatives, the states with smaller populations have fewer representatives.
