Germany: Kaiser Wilhelm II
Austria-Hungary: Kaiser Franz Joseph
Italy: King Victor Emmanuel III
Russia:Tsar Nicholas II
Belgium: King Leopold II
Many countries piled onto the Central Powers of Germany and Austria when it became clear that they were losing. So a lot of strange countries and strange leaders appeared at the end to be fighting WWI.

I don't know if you are talking political leaders or military leaders, so I will include a list of all. Hope this helps.

Kaiser Wilhelm II, Germany, Enver Pasha, Ottoman Empire (Turkey), Emperor Franz Joseph, Austro Hungarian Empire (Austria/Hungary). Bulgaria also took part, but I don't know his name off hand. Sorry. These were the primary leaders of the Central Powers.

Generalfeldmarschall Paul von Hindenburg, General Karl von Einem, General von Kluck. These are a few of the main military officers of the Central Powers.

King George V of Britain., Woodrow Wilson of the USA, Nicholas II. Tsar of Russia, and Raymond Poincare was the French leader at this time, I believe.
