In this he takes the proper, scientific and evolved position that men engender society, not society engendering men. This is in direct opposition to the poorly elucidated sociology perspective; that we are shaped by society.
In the book, this is shown rather simply by Piggy and Ralph setting up a society and all its attendant rules. You see how quickly this society shows defect by the defection of Jack and his choir boy hunters. This is why we erect societies; to insure a type of justice will prevail over human nature, by rule of law. You can see, by the history of the world, how often human nature leads to defects in societies.

He is saying that because human nature is flawed (as he shows in many ways in LOTF), our society has many problems such as power abuse and violence.

He shows it in the book as Jack causes violence and uses his reputation and power only to prevent progress from getting done and selfishly pursue meat.
