After the first of the year you won't be able to buy a plane ticket without a passport. It's not just a re-entering the US issue

Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.

Its not entering Mexico thats the problem, its the coming back to the US. You will need a passport to return to the US from ANY country after Jan.23 by air, also including Canada.

You will need a passport for travel to Mexico by AIR after Jan. 23....not for land or sea travel til Jan. 2008. See web site below to read the new reulations for yourself.

I think passport policy is changing the first. Better check into it.
