Who is responsible? Everybody, how?
"In the modern setup of democratic states the citizens can have no cause for grievances, because the whole administration is conducted by people themselves.
If the people themselves are dishonest, the administrative machinery must be corrupt.
Although a damned government of the people may be given a good or fancy name, if the people are not good they cannot have good government, regardless of which party governs the administration. There good character in the consciousness of the mass of people is the first principle necessary for a good government" (Light of the Bhagavata).
His Divine Grace A. C. Bhaktivedanta Swami Prabhupada Founder-Acarya of the International Society for Krishna Consciousness
If you really think about it, then you might be able to understand that if every individual in the world acted in wise manner (in the past & present) & we would have possibly reduced the 'corruption' problem. Instead, everywhere people only blame others of the things that are happened or happening, people should take more responsible, able to understand that well being of their individual own life & other persons life lies in their hands.
For example, if 6/10 people drink alcohol and have sex without condoms then the rest 4 people are influenced to do the same. Only when 1 person acts wisely, then he would be able to influence positively on others. This example applies to the entire human race.

Corruption has become a part of our life. We never bother about its uglier impact on the society. We are all interested in 'our work should be got done' philosophy. When corruption cases are booked once in a blue moon, the judiciary becomes incompetent because either of non-cooperation of the witness or lethargic attitude of the public prosecutors. Even it is proved, the concerned officials are leniently viewed by the executive machinery. Now a tendency has grown that it is easier to live with corruption than without it. When all the people, including you and me, unite in eradication of this social malaise we can find it easy to live without corruption. We don't know when that day will arrive.

The only solution to corruption is for people to stand up against it and to remove any individuals who are corrupt in power, not by death of course. The key is poor societies should have no tolerance to anyone who brings about corruption. Most people who do stand up become corrupt themselves or lose the will power.
