It is not true. You may verify this statement with a simple experiment described below:
Place a pot on your stove. Add water. Turn the heat under the pot to "HIGH". Watch the pot attentively for at least one hour. If it boils, turn off the heat. Your watched pot has boiled.
If it doesn't boil, repeat watching for another hour. Continue for at least four weeks unless watched pot of water boils sooner.

It's all comparison. The process takes a long time and you adapt as the water is boiling so it doesn't appear that anything is happen. But if you check on it periotically you can see the difference.
