Ah, an excellent question about two of the hottest toons out there, and my personal fave, Harley! (The Joker doesn’t know how lucky he is!)
Well, I’m not going to deny my bias in this case, but Harley wins. As a result of being given immunity to Ivy’s plant based toxins, she has developed greater than normal strength and stamina. (Not superhuman levels, but Olympic levels, and she doesn’t get tired as easily any more.
This eliminates a whole class of Ivy’s attacks, the toxins. Those are generally her most effective ones, though if she can control plants as well, she might be able to whip up something that would restrain Harley without hurting her. But then Harley would be able to use her enhanced agility to escape being caught!
Because Harley is so nuts, she would play for keeps. I don’t think that she would hesitate to do Ivy in if she thought that her pal really turned against her. Ivy would use more restraint. She genuinely cares about Harley. That might cause her to hesitate, to give Harley the advantage.
That’s the problem with bad gals, even crazy ones. I think Ivy is selfish and cruel, but not evil. Sometimes, I think that Harley has crossed the line, or would cross it, if she felt she had to.

In a battle between Harley and Poison Ivy, I think Poison Ivy would have the natural advantage and use it to win. They're probably evenly matched as far as intellect, so there's no real strategic advantages. It would come down to brute force and who has the better tools at their disposal. Harley typically has a couple devices with her, such as punching guns, that can knock an opponent out cold in one shot, or some simple bombs. Poison Ivy however, doesn't even have to show her face. She can hide in a self-made forest and let her plants overpower Harley. Also, her pheremone persuasions work on women, so she would have to somehow gaurd herself against that. Posion Ivy would bombard Harley from too many angles for her to effectively fight back.

Ivy might have those cool flora pwrs but at one time " Ivy gaves Quinn a treatment that immunizes her to various assorted toxins and Ivy's own poisonous touch. It also dramatically enhances Harley's strength and speed." so it anyone bet here who would win....and plus i think Harley is a little bit more crazier than Ivy so that gives her an edge

Poison Ivy beacuse Harley Quinn might be nimble and sneaky but Ivy has incredible flora powers and too fast for Quinn.

Harley Quinn would win because she would take her top off and make Poison Ivy drool, and Harley would then bust her upside her head with an oversized hammer.

Ivy. Harley is just crazy insane and isn't that smart. Ivy is brilliant and dangerous beyond belief. She wins . . . hands down.
