ok im assuming you are reading this from a game or trading card, so ill try to explain it to you. "increases damage and healing done by magical spells and effects" means anytime whatever this describes (whether this is on a card or in a game describing a unit or effect) tries to do damage to something, AND when it tries to heal something, increase (make larger) the amount of damage or healing done. However, this only applies to situations where the healing or damage is being done by magical spells, or the things that happen because of magical spells. The amount of damage or healing, however, will not increase (go up) by more than 8, however, since it is increased "by up to 8," and it might not even increase the damage by a full 8 if its not neccessary (example: you can normally normally heal 50 hit points of damage, but with this you can heal 58. if you only took 54 hit points of damage,, your healing will not be increased so that you go over your maximum life) I hope this helps!

EDIT: I've played these types of games, it does not increase magic effects by a factor of 8 (multiplying it by 8 or making it 8 times stronger), it only adds 8 to the number you would have gottenhad you not used this card/effect. And I have to say, THIS EFFECT WAS OBVIOUSLY FOUND IN A GAME, NOT REAL LIFE! NO ONE IS REALLY CASTING SPELLS (here, anyway)!

It increases the power 8 times.... If you do magic and you cast a spell...it will make it more powerful to the 8th degree...or eight times stronger...Nothing magical about that...

Also if you are doing spells..you must be careful..what ever you do will come back to you 3 times the power that you cast it...so, the first rule is to do no harm....or it will come back to you.

This means that the effects of the magic will be stronger, making both the damage or the healing as much as eight times greater.
