Erect.
The generic responce is that there are two types of men: show'ers and growers.
Show'ers have wangs that look big, but generally their erect size is not much larger than what their flaccid penis looks like
Growers might look like a small noodle when flaccid, but gain considerable girth and length when erect.
Me, I'm a grower. Showing my limp tool is an invitation to laughter. But when hard, though not overly impressive, it's a remarkable change.

Of course! Why measure a limp noodle? Plus there are "telescopic" penises out there who become like 10 times as big when erect; it's like a peanut when soft, and then a hard thick meastick when erect!

yes... soft determines nothing... men can have serious 'shrinkage' which means ZILCH.
