CIV IV is an AWESOME game. The way the game is laid out and the AI in the game kees me coming back for more. I recently got a Wii but still take time out to go play CIV IV for a while. Really good game

I'd recommend something like Civilization 3. It's a game very similar to the Sims, but on a much bigger scale. Instead of building a person and advancing that character, you build an entire nation!
Plus it is an older game so it can probably be picked up cheaply.

Have you tried the Sims 2? There is a new game out, I'm not sure of the ages, but I think it looks sort of fun (I'm 18) It's called Designers World, Runway Success! here is the link, it's a plug-and-play game.

if you like the idea of knights and civilizations, you might want to try Age of Empires, or Age of Mythlogy. Great games, very addicting.
