Okay, in regards to someone's suggestion of Oscars, Paco's, Clown knives - those are ALL HUGE fish. Oscars get a foot long, Pacu's can get 3 feet and clown knives grow to 2 feet. Please do not get these fish.
Cichlids are generally the most expressive in their behaviour. Most cichlids are too big, but you could go with some shellies. They are from lake Tanganyika in Africa; the lake floor is littered with shells, and they live in them. It's ultra cute. They are very funny and breed easy!

They aren't super easy to find, but you should be able to, and it's definitely worth it! They mate in pairs, so start off with a large group of youngsters and wait for them to pair off.
You could also with Kribensis cichlids: http://www.centralpets.com/critter_images/fish/freshwater_fish/FWF_0004466_20021206081523.jpg
They are more docile so you could have a pair, and some tetras or something.
Or how about some dario dario (scarlet badis):

They're miniature, but they're like big fish in a little body. Get a group of 10 and they shall not dissapoint!
You could go with angelfish. A 30 gallon is big enough for one pair, but again, start off with a group of youngsters. Two will eventually pair off. Sell the rest, and you can observe amazing spawning behaviour!

I personally think silver dollars have a lot of personality and are very entertaining to watch.
http://www.aquaria.info/modules/gallery/albums/assorted_freshwater/My_Silver_dollars.sized.jpg
Scientific Name: Metynnis argenteus
Common Names: Silver Dollar
Family: Serrasalmidae
Sub-Family: Myleinae
Origin:Guyana, Amazon east of the Rio *****
Sex: Anal fin of male is larger with a reddish tinge
Breeding: Egglayer
Size: 5 inches
Level: Middle
Temperature: 75 - 82 F
pH: pH 5.0 - 7.0
Hardness: Soft to medium hard water
Tankmates: Shy, peaceful, community fish
Diet: Herbivore
I'd say 2 would fit in your 30 gallon. They are a schooling fish so keeping only one may make it lonely. I have 4 at home in my 55 gallon and they love to eat real aquarium plants, except java moss, and java ferns. So if you have a planted tank, Silvers are not a good idea cause they will eat all the plants in a matter of days. Also freeze dried shrimp is a good treat for them once in a while, mine love it! It's awesome to watch them ^^ Hope you consider them!

Cichlids tend to have the most personality, and while Oscars tend to be preferred because they're cheap, easy to find, and grow fast, they, along with red devils, are the wrong fish for this size of tank. Still, there are others more suitable to your tank that you can consider. Monogomous cichlids are great to watch interact as a couple. Firemouths and Convicts are the first to come to mind, but if you do some research on a site like cichlid-forum.com you will find others not as popular. Essentially you're looking for a type that won't grow much larger then 6".

bear in suggestions, fish are no longer decorations. Flowerhorns are super, desiring approximately one hundred twenty gallons. Koi opt for super ponds. undemanding and comet goldfish get too super for a 30 gallon to boot. What you may evaluate is a few fancy goldfish. Like fantails, orandas, and black moors. bear in suggestions. Do a super type of study on retaining fish previously you initiate. it is going to value you some money.

Why, clown fish, of course ^_^.
On a serious not, I don't think any fish have true personality... just an opinion. If you really want some cool looking fish though, go for saltwater. Slightly harder upkeep, from what I understand, but a better variety which is well worth it.

I had a red devil that was in a 30 gallon show tank..he was fun...he would follow you around the tank. He sucked up all his gravel and would put it all in a big pile in one corner. It would get smoothed back out and he would start all over again. Of course we could not keep anything else in the tank.

Oscars, Paco's, Clown knives. These are fish that require live fish to eat. Hope you aren't afraid of how nature does things, feed fish will be needed depending on size of fish you get. They do get to where they eat large gold fish.
