Depending how much he's moving he could be just in a sluggish state of hibernateing. Remember star fish do not have a brain instead they have a nero net of electrons. This is what makes the able to lose a limb and grow it back. Their brain is all over the place apposed to being in one specific place. I'd say check it over closely with the eye and see if it is cut or missing a pice of it self. What are the symptoms?
If your starfish is falling apart or "melting" as some of my customers have called it, it is probably too late.
If your starfish is sluggish or inactive there is still time to do something.
Another question is what kind of starfish you have, bristle star move around a lot, especially when disturbed, if not again there is probably a problem.

As for solutions, there are not a lot for starfish other than improving water quality. Starfish do much better if your Nitrates are below 20 ppm. Make sure your starfish is not being picked on by another creature and never keep starfish with Trigger Fish.
Another water parameter is your Redox, a Redox potential of around -300 mV is best, this will help fight off free radicals that will attack your starfish and other aquatic inhabitants.

starfish probably arent meant to be kept in captivity. sorry, but if you live near a beach its probably time to let him be free. or, if you live near a discovery place you can let them take him there and you can visit him.
