You have air in the line or your water valve may be defective or you may have plugged up the screen at the water valve.
If you have a new electronic ice maker, just to let you know there are no repairable parts. If the light flashes on it has shut it's self down due to a problem. Shut the switch off and make sure the blades are clear (where the ice dumps out.) Then turn it back on and press the arm or paddle in three times. This will set your ice maker into a cycle. The line from the filter to the fridge may be clogged.

There is a reset in ice makers maybe you need to find out on line where that is and reset it. Mine has this metal wire that you raise or lower to stop or start the ice making.
