alibi usually means an excuse or reason. but in this case, i think it means she hasnt got a reason or excuse to be ugly, she just is

A lot of times in cheesy crime films, people are together in bed when the crime happens so to clear themselves of murder they have to reveal their affair. I can only assume that your term is referring to that. That "she" is so ugly that she couldn't get a sexual partner and therefore an alibi.
