Sorry, I did not see the correction from "about" to "above" — I'll leave the rest because it does apply to this too. Above the leg, well, that still definitely means a girl is interested in an interesting man. Not necessarily looking, but open to something interesting. Two directions here: first, in some clothing, a man can tell without anyone undressing and second, more practically, everything seems to work more smoothly without hair there. There are never turn-offs like a bit of cloth fuzz caught in the hairs, noses tickled (do you want a man sneezing just then?), hairs on the tongue and caught in the inside of the teeth (as annoying as popcorn hulls and not well-timed...) and a well-shaved area is incredibly smoother to the tongue and chin than a hairy one. Finally, insertion once in a while catches a hair wrong when unshaved causing everything to come to a halt. That said, personally, I find short, soft, tame hairs that do not cover "fully" to be quite a turn-on as well.

In general, human males prefer youth and health as markers of better human females for bearing their young. Naturally, this is not so critical nowadays, but evolution has to catch up with the change yet. How might that matter where leg shaving is concerned? Picture a hairy leg looked at from at least a few feet away, but not more than twenty perhaps. It would look a little bumpy (even cottage cheesy...) and also not as pinkish as a shaved one. So a man might think the woman is unhealthy or older and avoid her. Nowadays, that would be expressed more as "I like a woman to keep her legs shaved" than "you unhealthy pig, I won't breed with you because my children would be unhealthy like you!"

Cultures develop differently even within the same ethnicity and some ethnicities carry more or less hair than others today which also affects male perceptions within those ethnic cultures.

As for why it turns them on, genetically maybe we've been bred to find it a strong influence. Also, it means the girl has gone to a certain amount of effort to be considered attractive and that is rather encouraging to a man about to select the woman to try for. (After all, he is (usually) giving up all other options while he tries so it's pretty important to pick correctly. A woman making no apparent effort very likely is not interested in general and might well not be the best basket to place all his eggs in.)

The most feminine girls have very little hair other than on the top of their heads. Even pubic and axillary hair is very limited in the most feminine girls.

Most women prefer to appear feminine and remove any traces of masculinity they have to make them appear as feminine as possible.

Most men like it that way.

its a feminine thing to do. men dont shave their legs, therefore they typically dont like to touch hairy legs. Although if youre european or something, things could be quite different.
