Because Hogwarts knew about Hermione's inner talent, and sent her family the letter inviting her to Hogwarts. She hadn't heard of the school before that. It's invitation-only, not an application.

Presumably, Hogwarts includes some sort of instructions to first-year Muggle students about how to get to Diagon Alley or order books, so Hermione could spend the rest of her first summer reading up about the wizarding world. Harry was lucky, because he got Hagrid to come and show him around in person.

Hermione and other students who come from muggle families find out about Hogwarts when they recieve a letter from the school, much like Harry does. I have heard online that there are wizards that visit the families to explain the situation as well, but I have never read anything or seen anything on Rowling's official site that verifies that.

Umm...Isn't she only half muggle? yeah, i'm pretty sure she is only half. thats why she got a letter. one of her parents, not sure which, is a wizard. the other is a muggle. no regular muggle gets letters. if that was the case then the whole wizardry operation would be blown wide open.
