Can you draft General Managers?
How about new owners?
Since those are the two biggest problems with the Lions, if they had 6 first round picks they would still suck. The owners are not committed to winning partly because they are still making lots of money.
To answer your question, I would say Brady Quinn was a lock UNTIL Jones injury. Depending on how severe that is, they may look at some backs.

They've certainly got to be thinking about a quarterback. While Troy Smith is a tremendous player, I bet they pass on him because he doesn't fit the NFL mold. They will more likely go with Brady Quinn.
If they knew what was good for them, they would trade out of the first pick, getting maybe a late first, a second, and maybe a fifth, and make sure to pick up a good offensive lineman and maybe defensive line and linebacker. Even if Quinn is a great quarterback, he can't single-handedly solve the Lions' problems, and when you pick in the top several picks, you get saddled with huge contracts that limit what the team can do with other parts of the team.
(Maybe if they trade down, they could take a good offensive tackle in the first round, then pick up Troy in the second round.)

I think and hope they pick Brady Quinn. Im a die hard Buckeyes fan, born and raised in Cleveland, so Im a Browns fan (But mostly Bears). I hope the Browns pick Troy Smith (who was also born and raised in Cleveland) and dont pull a Houston Texans and pass up the Hometown Hero and go with somebody else. I think they will be wiser and go wtih Troy Smith. Hell, yesterday the 12th was declared Troy Smith Day in Cleveland. If they didnt pick him up, theyd have no chance of winning, because they need a great QB. But back to the actual question, I think the Lions go with Brady Quinn.

Probably Troy Smith if they do wind up with the first round pick, and for JD up there, it hasn't been 20 years yet, I dont know if you remember a man by the name of Barry Sanders, who made the cheese heads from Green Bay look silly more than once. He was drafted first in 89', so it's only been 17 years.

I'm hoping we pick Brady Quinn. With all due respect to Troy Smith, all he ever did was use 4 wideouts and Pittman in the backfield. He was EXTREMELY successful using that formation but in the pros, you woudn't survive. Brady, on the other hand, has gotten 2 years of advice and teaching from Charlie Weis, teacher of Tom Brady. Brady is more prepared for the big level and I hope the Lions pick him. Hope next years a good one!

Brady Quinn for one has shown vs quality teams he cannot get it done. Look at what OSU did to him last year in the bowl-Michigan and USC this year. Quinn puts up great numbers vs military academies. Detroit if wise-takes Smith. This garbage that Smith won''t make it is the B.S> that drives Smith. He has the same game Vince Young does-compare thier last years of college ball. Smith reads defenses very well and can elude a sack without running 40 yards like Mike Vick. His game translates well to the pro's. I hope Detroit passes on Smith for Cleveland's sake.

I'm picking Troy Smith, because they see him as a Vince Young type QB and they see what he did in Tennesse and would want that to happen to them. I also think Brady Quinn is one of the most overated QB's in college football, if Vince was in Texas Brady Quinn wouldn't even be on the Radar screen
