try to promote in groups yahoo groups is good you can also pay for pay per click yahoo offers many ways to advertise but you have to pay an other option is use a search engine positioning software

find out what are the good points of ur website first .
then find sites on the same topic . ask for link exchange .
currently there is a rise of web directories and article directiories
thats also a good way to promote

First, people would have to have a reason to visit your site.
Second, Google has a great advertising system. Visit google.com and click on advertising for more information.

if you really want that much traffic, i don't know that yahoo allows very much without you paying money for your site.
