Psychologically speaking, You ever think maybe he has a porn collection somewhere?
Or He doesn't find you attractive and resorts to drinking, to wash away your memory.
and oh yes.......... maybe he's just an alcoholic and doesn't seem to even think on a sexual level as plastered as he gets.
If none of these seem to sum it up.
Then perhaps if you are more serious with him and just take advantage, whether he wants it or not he might actually overtly appreciate it.
As for remembering it in the morning that's an entirely different story.

Well the shortest straightest answer I can tell you is unzip is pants, pull down his underwear, (if he is sitting on them then use some force) and give him oral. If you really want some d!ck then suck a little til he is erect and then hop on. If you wanna please him then finish the job.
For a more detailed answer, try to get him to not drink so much. Try to schedule sex sometimes until you guys start being more "Spontaneous"
Also get him to eat better, cook better healthier foods, increase his sex drive.
Also if you wanna be sneaky put viagra into some of his food or drinks. You could get a chance to crumble it up and put it into his alcohol.

Well don`t take sexual advantage over him. Beer has negating in it so the negating will say give me more give me more that causes him to drink more.
