Buddhists who live within a different religious community generally go along with celebrating that religion's cultural ceremonies as it is wrong to offend either a host nation or if a convert, alienate ones own family.
Even though a Buddhist is not a Christian, Buddhist still hold Jesus's teachings in high regard.
Buddhism is not about Dogma but about wisdom, therefore there are no rules prohibiting joining other faiths in social festivities.
So simply write on the Card Happy Christmas to our Buddhist friends, That way you are showing that you understand that they are a Buddhist yet you wish to share a little of the festive season with them.
No devote Buddhist should be offended by an act of acceptance and kindness.

Well she won't be celebrating Christmas, but it's okay to wish her well with her move, and good luck in the new year and the future! (Or you could say "best wishes" or something, not really sure what the Buddhist religion believes about luck. Doesnt the cherry tree or some tree represent new beginnings or something? maybe look that up online, might a be a nice poem about that?

"May the sun always shine on your face, and the long road rise up to meet you". The Irish use similar expressions a lot, and it is secular. May be appropriate for someone following the Buddhist path, personal, yet caring.

If you are Catholic, and you want the card to be Christmasy, tell her that you pray to god for good blessings for her in her new location. If she is a true Buddhist, she will appreciate your good wishes.

Tell her how you feel about her. be honest. Let her know that she will be missed. Ask to keep in touch.
