Yes, they are. Commas are meant to be placed in areas of sentences where, if that portion was taken out, the sentence would make sense regardless. (Like what I just did)

yes. if you omit the part separated by the commas you get: Let your hopes shape your future. This shows that the commas are doing their job correctly, separating additional information from a sentence that could otherwise stand alone.
