Concrete and asphalt don't absorb water, so the majority of it runs off in a rain storm. Urban areas also direct the water to a few specific areas which in a heavy rain storm can be over capacity. The natural contour of the land usually gives rain more places to be absorbed, settle into ponds and lakes, or spread out. These options don't exist in a city.

because all the impervious material used to build houses and roads and parking lot do not soak up water like the earth does and it funnels water to the sewers and that in creaces the amount of water that runs off in stead of soaking and that causes flooding during heavy rains

Becaue bare ground (and trees) absorb water. Paving over the ground causes all of the water from rain to run off into streams instead of soaking into the ground.
