The bald eagle actually builds nests very high on cliffs or mountains. These nests, called aeries, are very large (may be over 6 feet across) and are where bald eagles sleep.
As to how high bald eagles can fly, there theoretically is no limit. However, at a certain point, there will either be not enough oxygen for the bird to breathe or the air density will be too low for the eagle's wings to gain traction.
