go to www.microsoft.com and type in XNA into the search bar. Download Microsoft's new XNA development tools. XNA was designed specifically for game development and you can join the community which allows you to play and share your created games with other people.

This is new and I think beta 2 is still available for free. download it and go through the tutorials to learn what you can and have some fun.

I dont know if you can but I did read somewhere on the internet that Xbox was going to come out with a software to let you do that.
