Without knowing all the details. I would say first: change schools within the district if possible. Second, request an IEP. He may need special help. With an IEP, the schools must do more to help you. Even if the schools say he doesn't need services, you may want to check with your doctor.
You need to find out your rights as a parent. The schools often don't tell parents because they don't want to deal with the child. Sometimes it's obvious why. Still, you have rights and you need to find out what they are. Yes they can kick your son out.... but usually, there's a loophole. You just have to find it.
I hate when schools give up on kids and don't give any direction for the parents that are left with these kids.

there should be an alternative school in your district or home schooling that will allow him to stay with his class and keep up with his studies. There is no school that will allow a child to be out of school for a year without any other kind of schooling. I would go to the School board and ask where to send him. If there is a transportation problem then the state may help in picking him up and dropping him off.
