you know what i mean? you'll see a car on the side of the road with a plastic bag or anything that was available (i guess) that's sticking out of the window. what does that mean? does it mean like, "don't tow my vehicle because i will be back for it?"

People put things like plastic bags on the car window to draw attention to the fact that there is a disabled vehicle there. This, in theory, will keep people from running into the vehicle, thinking that it is moving with traffic.

In other words it is a substitute for safety flares or hazard triangles, although not really a good one!

It usually means that the glass in the window that is covered is either missing or stuck in the rolled down position.

That means they ran out of gas. The plastic bag is for donations for gas money.

It probably means that the window was broken or couldn't be rolled up, and they didn't want rain to ruin their interior?
