I'm assuming you are raising the fish to feed to the snake so I won't go on about the fish not being able to grow in that tiny tank, at least it is tiny for that many comets. But it will cause them to become sick and die like they are doing since they produce so much waste they need a large tank and a very good filter. Not only will they continue to die but the ones that are alive and you feed to your snake could have parasites or other diseases and pass them to your snake. Either get a bigger tank for them or don't keep that many at a time.

When you clean your tank, make sure you are only doing 15-20% water changes, anything higher will disrupt the beneficial bacteria or the inhabitants of your tank. Also make sure you are using water that has been de-chlorinated, and when scrubbing the inside of your tank ( more of a viewing benefit) to used a face cloth or something that can soak up the tank water well for scrubbing, don't use any cleaners and stuff like that. All of these factors could be contributing to the death of your fish.

If your snake has a preferance to live fish, feed it live fish, just go out buy some small fish, walla. Hoped it sort of helped? ;0

A 25 gallon tank is not suitable for one ' comet ' let alone 18. They can get over 12 inches. Feeder comets are also shipped in inhumane conditions and have little chance of living from the experience, so don't buy them, even for feeding to other fish. They are only suitable to feed to animals other than fish, as they are very diseased.

Your probably cleaning your tank too often. You should only be doing a 15 to 20 percent water change weekly, but cleaning will only disturb the bio cycle which could be the result in fish dying. Try to hold off cleaning so much and let the cycle run it's course. Alot of what your cleaning out is what your fish need to thrive. Hope this helps , Good fortune!
